Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?

Yard debris pushed off sidewalk and into a large pile on the street. Since the city does not remove piles of branches and pine needles this debris will litter the street for months or years.
Strange how poorly this property is maintained considering it was purchased for $625,000.00.

I do not know if the Freedom of Information Act would apply because this is a private site, I would be interested if it does.

The problem with singling out someone on this site is it causes resentment because it is out there for all to see. It would be like your boss criticizing in front of your co-workers when it should have been done in private.. A solution can be an anonymous note or letter and if that does not work a call to the local authorities, in this case LCI.

475 owner, you sound childish.
First, it isn't the neighbors' job to take care of the property. We have our own to take care of.
Second, if the city really did cut down the limbs, it is their job to remove them. Which they do at the same time they cut the limbs down, so are you sure it was the city or the tornado cluster we had back in May? If the debris from a storm falls on your property it is YOUR responsibility to have it removed. Pushing it onto the sidewalk doesn't make it the city's responsibility and you may actually be held liable if someone gets injured. FYI - snow and ice removal from the sidewalk in front of your property is your responsibility as well and you can be sued and fined for not keeping it clear.
Third, burning ANY type of debris on your property is ILLEGAL. You put your neighbors' property and lives in danger, what would you have done if the wind blew lit ashes onto your neighbor's roof and caused a fire? What about the pollution from harmful chemicals being released in the air?
"It is illegal to burn household or garden waste at home or in your garden. Burning waste can be a nuisance to neighbours and can also pollute the air by releasing harmful chemicals into it.
There may be many toxic chemicals in waste items. Paper waste may contain synthetic materials, preservatives and even plastics. Disposable nappies contain gels, bleaches and plastics. Many wood products are treated with toxic chemicals to prevent rot.
Burning of such wastes in low-temperature uncontrolled fires creates toxic and dangerous by-products which are not destroyed by the fire but become airborne on soot particles. These can end up being inhaled or being washed out of the air and deposited onto surrounding soil and vegetation, where they can readily enter the food chain."
You also need permits to do certain things.
Did you even bother to do any research or contact the fire department before you did this?
Do yourself a favor and hire a contractor, before you get yourself sued.
FYI The OP was being decent, if they had called the fire department, you could face thousands of dollars in fines and possibly jail time.
People are crazy these days, why are you surprised that a total stranger didn't want to confront you face to face?
You clearly did not take the time to look up city ordinances or CT State Laws. Google, its a thing, use it.
Here are some websites for you:
State of CT DEEP laws and info on open burning (it is ILLEGAL EVERYWHERE in CT)
http://www.ct.gov/deep/cwp/view.asp?a=2684&Q=321772&deepNav_GID=1619%20
New Haven Fire Dept
https://www.newhavenct.gov/gov/depts/fire/default.htm
New Haven City website where you can find the information on city laws and ordinances, what you are responsible for, what you need permits for and how to get them, etc
https://www.newhavenct.gov/default.htm
Or, you could just HIRE a contractor!

If any of the things that you were saying in here were true, I would also be upset so let me set the record straight.
1. The fire was a campfire ring in the backyard which burned only firewood logs were purchased. No chemicals, debris or waste of any sort was burned in any way shape or form. We would never even consider doing something as foolish as burning chemicals in our backyard.
2. I am not sure where you got the idea that I am asking any of my neighbors to clean up anything. I personally watched a big truck with a left drive down Moreland and cut down a number of branches around the light pole which recently lost the power line to it. If you actually look around the neighborhood, You would see branches around in other people's yard as well . I was informed by my neighbor that I was incorrect that it was a city, it was actually United Illuminating that is not yet and come and clean up the branches. Any branches that have come down in any type of storm have been picked up and disposed of by us. These were specifically cut down by some large truck and I personally witnessed it.
3. The complaint that we were covering the sidewalk is ridiculous because we were in the middle of cleaning it out. The picture didn't show the five bags that were out there that were already full of leaves that we were in the middle of dealing with.
So I assume this satisfies all of your concerns. To summarize, first no chemicals were burned whatsoever, only firewood logs made to be burned in a campfire fire. Second, The tree limbs that are in the street were cut down by United Illuminating , please feel free to take a look at the house and the pile of limbs on the Northwest corner of Ellsworth and Moreland. Third, we were in the middle of cleaning up all of the leaves when we were being reported. aside from the fact that we should not have had a campfire in the backyard as the fire department told us, nothing else in your email is true. Now that you have the correct information, i assume your concerns are alleviated.
